EMERGE Project

EMERGE (Rapid Multi-Risk Needs Evaluation and Planning Platform) is a project funded by the European Union under the grant agreement: 101193586 – EMERGE – UCPM-2024-KAPP. The project, coordinated by the Institute of Institute of Earthquake Engineering and Engineering Seismology (IZIIS) in Skopje (North Macedonia), has started in February 2025 and lasts for two years.
The EMERGE project is a follow-up to CRISIS (Comprehensive RISk assessment of basic services and transport InfraStructure), a two-year project started in November 2020 funded by the European Union (grant agreement: 101004830 – CRISIS – UCPM-2020-PP-AG), also coordinated by IZIIS.
As in CRISIS, the EMERGE project aims to enhance disaster and emergency management capacity in the cross-border region of North Macedonia, Albania, and Greece (see image below). The project area comprises 18 municipalities in North Macedonia, 11 districts in Albania, and 12 municipalities in Greece, and is prone to earthquakes and landslides.

The main outcome of the project will be the EMERGE platform, the development of which is in charge of EUCENTRE. This will be an evolution of the platform developed by EUCENTRE within the CRISIS project. Specifically, among the various functionalities that will be integrated into the tool, the main one will concern the possibility of performing seismic and landslide risk assessments in near real time. Due to this peculiarity, the EMERGE platform will further improve crisis and emergency management and planning in the project area, providing rapid information on the proper allocation of resources and prioritisation of interventions in case of significant seismic and landslide events.
When not used for emergency management, the EMERGE platform will support the decision-making authorities of the target area. The latter can use it to identify the exposed elements most at risk and thus define intervention priorities to reduce the risk they are exposed to by acting on vulnerability, compatibly with available economic resources.
Although its focus is regional, EMERGE also takes on a European/transnational dimension through cooperation with Italian, Dutch, and German partners. The latter, together with the North Macedonian, Albanian, and Greek institutions involved in the project (the latter are the main beneficiaries of the project), are experts in the topics addressed in EMERGE and constitute its consortium.
