On October 6th, 2025, the institutional conference \u201cThe Extraordinary Plan for the Analysis of the Vulnerability of Areas Directly Affected by the Bradyseismic Phenomenon\u201d was held in the Sala Ostrichina of the Vanvitelliano del Fusaro Park in Bacoli, to take stock of the state of implementation of the measures provided for in Decree-Law 140\/2023.<\/p>\n

The institutional conference of October 6th 2025, in Bacoli<\/h2>\n

The day’s proceedings, organised under the coordination of the Department of Civil Protection, were attended by the leading institutional and technical actors involved in implementing the Plan. Among them were the President of Eucentre, Prof. Rui Pinho, and the Director General, Eng. Fabio Germagnoli, who represented the Foundation’s direct commitment to the civil protection system.<\/p>\n

The protagonists and the role of Eucentre<\/h2>\n

The Extraordinary Plan, approved on 26 February 2024, represents a comprehensive and multidisciplinary intervention to address the bradyseismic crisis currently affecting the Phlegraean area. The planned actions range from level 3 seismic microzonation studies to assessing the seismic vulnerability of private and public buildings, and implementing a dedicated seismic monitoring programme. The area of intervention covers significant portions of the municipalities of Pozzuoli, Bacoli and Naples, comprising approximately 85,000 inhabitants and over 15,000 buildings.<\/p>\n

The Extraordinary Plan to tackle bradyseism<\/h2>\n

During the day, participants explored the technical content of the measures adopted, with a particular focus on geophysical studies, rapid analyses of the building stock, and the plan of action for public buildings. Eucentre, as the Competence Centre of the National Civil Protection Service, is directly involved in technical and scientific support activities and in the creation of the IT tool for monitoring activities, as provided for in the agreement signed with the Department of Civil Protection.<\/p>\n

The second part of the meeting concluded with a roundtable discussion between representatives of local authorities and operational structures, aimed at defining the prospects for implementation and the possible repercussions of the Plan, with a view to planning civil protection interventions, including for the most vulnerable sections of the population.<\/p>\n

Eucentre’s participation once again demonstrates its strategic role in promoting seismic safety and risk management in areas exposed to complex phenomena such as bradyseism.<\/p>\n<\/div><\/div><\/div><\/div>
