A civil protection plan is a set of operational procedures for dealing with any expected disaster in a given territory. It is the tool that enables the authorities to prepare for and coordinate relief interventions to protect the population and property in an area at risk. Following the publication of the DPCM on 30 April 2021 in Italy, the ‘Indirizzi di predisposizione dei piani di protezione civile’ (Guidelines for the preparation of civil protection plans) were published to guide the authorities on the content and drafting of the plan. Thanks to its experience in risk management, the Eucentre Foundation can support entities in drafting and updating their Civil Protection plans. This support starts with an assessment of the initial tools available to the entity and continues through to the collection of information necessary for drafting the plan and developing possible intervention models. In addition to supporting the drafting and updating of civil protection plans, Eucentre can also provide the necessary tools to use them, such as interoperable platforms that allow authorities to keep plans constantly updated, view headings, assess possible risk scenarios in an area, and monitor interventions in the event of an emergency.

Support to Municipal Plans – Province of Pavia
Eucentre has assisted several Municipalities in the Province of Pavia in updating their Civil Protection Plans, providing technical support in revising intervention models, collecting and organising territorial data and adopting interoperable digital tools. In 2021 it also collaborated with the Province in the organisation of three training days in Vigevano, Voghera and Pavia, as part of the ‘Io non rischio’ (I do not risk) initiative, offering support to mayors, technicians and administrators for the operational use of the regional platform ‘Piani di Protezione Civile Online’ (Civil Protection Plans Online) and for the correct integration of scenarios and risk data in municipal planning.
Collaboration in national and European projects – BORIS2
Within the European project BORIS2, Eucentre contributes to civil protection planning through the development of cross-border risk scenarios and tools to support local planning. The aim is to improve the coherence between risk analysis and intervention models in complex and internationally shared contexts.
