International cooperation for resilient infrastructure: mission in Bangladesh

On September 22nd and 23rd, 2025, the Stakeholder Consultation Workshop took place in Dhaka, Bangladesh, within the framework of the project “Strengthening National Capacities for Building Climate- and Disaster-Resilient Infrastructure,” which aims to enhance national capacities for developing infrastructure resilient to climate change and natural disasters.

The meeting was attended by senior representatives of the Government of Bangladesh (including the Ministries of Transport, Foreign Affairs, Finance, Forestry and Climate Change, Disaster Management and Relief), representatives from universities (Daffodil International University, BRAC University, North South University, Bangladesh University of Engineering and Technology, University of Dhaka), NGOs (CARE Bangladesh, Friendship Bangladesh, Caritas Bangladesh), the Ambassador of Italy (Antonio Alessandro), the Deputy Head of Mission of the Italian Embassy (Federico Zamparelli), the Coalition for Disaster Resilient Infrastructure (CDRI), the Italian Civil Protection Department (Agostino Goretti) and the Eucentre Foundation (Giulia Fagà).

Challenges and priorities for infrastructure resilience in Bangladesh

During the workshop, the project objectives were presented, and the main challenges faced by Bangladesh in strengthening the resilience of its infrastructure were analysed, also considering the climatic and cultural contexts.

The discussions highlighted that Bangladesh identifies retrofitting of existing infrastructures, particularly schools and hospitals in urban areas, as a key priority. The need to update risk maps, strengthen enforcement of building codes, address the shortage of qualified professionals for quality control in the design and construction phases, and adopt a more systemic approach integrating design, construction, maintenance, and long-term financing of infrastructure was also underlined.

The contribution of the Italian delegation

The Italian delegation had the opportunity to share its technical expertise and tools for assessing and improving infrastructure safety.

Institutional meetings and academic visits

The mission also involved several institutional engagements. The delegation visited the Italian Embassy in Dhaka, where they met with Ambassador Antonio Alessandro and Deputy Head of Mission Federico Zamparelli.

Further high-level appointments took place: on the workshop, delegates visited BRAC University with Prof. Zainab Faruqui and Dhaka University with Prof. Zillur Rahaman, Chair of the Department of Disaster Science and Climate Change. Finally, an official meeting was held at the Ministry of Disaster Management and Relief, attended by the Minister and his staff.
