
The Eucentre Foundation, in collaboration with the University of Pavia and ITC-CNR, has organised a workshop on ‘The certification of innovative construction products and the new European regulation (CPR)’ on July 2nd, 2025, from 09:00 to 13:30. This is a strategic event for the construction sector and all players involved in technical assessment and regulatory compliance.
The conference focuses on the main innovations introduced by Regulation (EU) 2024/3110, which substantially reforms the European regulatory framework for construction products. In particular, the new requirements for EC-type examination, the introduction of the Digital Product Passport and the evolution of the roles of Notified Bodies (NB) and Technical Assessment Bodies (TAB) are explored.
A multidisciplinary discussion on innovation, regulation and certification
Experts from authoritative institutional, technical and academic bodies will attend the day:
- Eng. Pietro Baratono, Central Technical Service of the Superior Council of Public Works – speaks on the objectives and implications of the new EU Regulation 2024/3110.
- Eng. Domenico Tinto, Permanent Representation of Italy to the EU – presents the technical regulations of the European Union.
- Eng. Vittoria Ciotta, CSLLPP Central Technical Service – elaborates on the Digital Product Passport.
- Eng. Antonio Bonati and Prof. Antonio Occhiuzzi, CNR, illustrate the compulsory and voluntary certification paths with particular reference to EOTA, ETA, TAB, and EAD.
- Eng. Michele Ricci and Eng. Davide Cannizzaro, CSLLPP – discuss Chapter 11 of NTC 2018 and technical assessments.
- Eng. Daniele Cuminetti, Politecnico di Milano – explains the role of Notified Bodies in the CE certification process.
- Prof. Alberto Pavese, University of Pavia / Eucentre – concludes by illustrating the role of the Eucentre and Unipv laboratories in the characterisation of innovative products and in supporting the achievement of the ETA.
There are several central themes for the sector, starting with an analysis of the objectives and implications of the new European Regulation and then exploring the methods of certification, both compulsory and voluntary, of construction products within the current EU regulatory context. Italian regulatory references are also illustrated, particularly Chapter 11 of the NTC 2018 and the functioning of technical assessment tools, such as European Technical Assessments (ETAs) and European Assessment Documents (EADs). Special attention is devoted to the strategic role of notified bodies and accredited laboratories, with a focus on the experience of Eucentre and the University of Pavia in supporting the qualification and certification of the most innovative construction solutions.
The workshop is designed for professionals, companies, public bodies, and researchers interested in understanding the new regulatory dynamics and promoting the adoption of safe, state-of-the-art construction solutions.
